मुंबईतील माटुंगा येथील पुनर्विकास करताना मूळ रहिवाशांची ‘रुपारेल रिअल्टी’ने फसवणूक केलेली आहे, अशी गंभीर बाब उघडकीस आलेली आहे. त्यामुळे रहिवाशी संतप्त झालेले असून, काही ज्येष्ठ नागरिकांनी आत्महत्येचा इशारा दिलेला आहे.
माटुंगा येथे ५० वर्षांपासून ‘नायर महल’ नावाची इमारत होती. एप्रिल २०१३ रोजी ही इमारत पुनर्विकासासाठी ‘रुपारेल रिअल्टी’ (Ruparel Realty ) या कंपनीला देण्यात आली. त्यानुसार रीतसर करारपत्र बनविण्यात आले.
या करारानुसार या इमारतीच्या पुनर्विकासाचे काम ३ ते ४ वर्षांत पूर्ण करण्याचे नमूद करण्यात आले. तसेच या इमारतीमधील जागा खाली केल्यापासून नवीन जागेचा ताबा मिळेपर्यंत भाडे देण्याचे ठरले. हे भाडे ८५ रुपये प्रति स्क्वेअर फूट असे ठरविण्यात आले. या भाड्यामध्ये प्रतिवर्षी १० टक्के दरवाढ करून देण्याचेही ठरले होते. तसेच नवीन जागेचा ताबा देताना कॉर्पस फंड देऊन करारानुसार जागा देण्याचेही या करारपत्रात नमूद करण्याचे ठरले.
या करारामधील अटी शर्तींची पूर्तता करणे बिल्डरवर बंधनकारक होते. त्यानुसार पहिल्या वर्षी बिल्डरने भाडे व्यवस्थित दिले. दुसऱ्या वर्षी मात्र दिलेल्या भाड्यात सातत्य नव्हते. त्यानंतर मात्र बिल्डर अमित महेंद्र रुपारेलने (Amit Mahendra Ruparel ) भाडे देण्यास टाळाटाळ करू लागला. आजमितीला येथील असंख्य भाडेकरूंची भाडे थकलेले आहे.
सुनंदा यशवंत सावंत या ज्येष्ठ नागरिक असणाऱ्या महिलेचे बिल्डर अमित महेंद्र रुपारेल यांनी तब्बल ६४ लाख रुपये थकविलेले आहेत. आज सावंत व त्यांच्यासारख्या शेकडो रहिवाशांनी त्यांची जागा बिल्डरला देऊन तब्बल ११ वर्षे पूर्ण झालेली आहेत.
या जागेवर बिल्डर आज ४२ माळ्यांची नवीन इमारत Ruparel Iris नावाने बांधत आहे. वास्तविक ही इमारत तीन वर्षांत पूर्ण करण्याचे आश्वासन बिल्डरने दिले होते. मात्र ११ वर्षांनंतरही काम अदयाप चालूच आहे. बिल्डरने ६ वर्षांपासून भाडे देणेही बंद केले आहे.
आज सुनंदा सावंत यांचे वय ७९ तर पती यशवंत यांचे वय ८३ आहे. बिल्डर अमित महेंद्र रुपारेल यांच्या मनमानी कारभारामुळे यशवंत सावंत यांना दोन वेळेला हृदयविकाराचा झटका आला. त्यामुळे त्यांची एन्जिओप्लास्टीही करण्यात आली, यासाठी त्यांना ११ लाख रुपये खर्च आला. त्यासाठी त्यांना नातेवाईकांकडून उसने पैसे घायची वेळ आली.
सावंत यांच्यासारखी शेकडो कुटुंबीय या बिल्डरमुळे आज देशोधडीला लागलेली आहेत. त्यांची अवस्था अत्यंत बिकट आहे. या परिस्थितीला बिल्डर अमित महेंद्र रुपारेल हाच कारणीभूत आहे, त्यामुळे त्वरित न्याय न मिळाल्यास आम्ही मंत्रालयासमोर आत्महत्या करू, असा गंभीर इशारा सुनंदा, त्यांचे पती यशवंत व इतर कुटुंबीयांनी दिला आहे.
सावंत कुटुंबीयांनी मुख्यमंत्री एकनाथ शिंदे यांची भेट घेतली, त्यांना १५ जुलै २०२२ रोजी याबंधीचे निवेदनही दिले, त्यानंतर १ महिन्यांनी स्मरणपत्रही दिले. मात्र त्याच्यावर अद्याप कोणतीही कारवाई झालेली नाही.
सावंत यांनी मुख्यमंत्री शिंदे यांना नव्याने स्मरणपत्र (reminder) दिले आहे. या स्मरणपत्रातून त्यानी आत्महत्या करण्याचा इशारा दिलेला आहे.
म्हाडाच्या सभापतीचे बिल्डरशी आर्थिक संबंध असण्याचा आरोप:
सुनंदा सावंत यांनी १३ एप्रिल २०२२ रोजी ‘म्हाडा’ला यासंबंधी तक्रार केली. त्यानुसार म्हाडाचे सभापती विनोद घोसाळकर यांनी ताबडतोब सुनावणीसाठी बोलावले. या सुनावणीला बिल्डर किंवा त्यांचे कोणीही प्रतिनिधी उपस्थित नव्हते. इतकेच नव्हे तर त्यानंतर २८ एप्रिलला म्हाडाच्या ऑफिसमध्ये सावंत यांच्या दोन्ही मुलांना अपमानित केले व त्यांनाच धमकीच्या आवाजात सुनावले. विनोद घोसाळकर व त्यांचा मुलगा अभिषेक घोसाळकर या दोघांनी बिल्डरची बाजू रेटून मांडली आणि मूळ विषय अनुत्तरित ठेवला.
यानंतर सावंत यांच्याशी बोलताना बिल्डर अमित महेंद्र रुपारेल यांनी अभिषेक घोसाळकर व त्यांचे १५ ते २० वर्षांपासून घनिष्ठ संबंध आहेत, असाही उल्लेख केला.
या प्रसंगातून बिल्डर अमित रुपारेल व विनोद घोसाळकर यांचे ‘अर्थ’पूर्ण संबंध आहेत, असा आरोप सावंत यांनी मुख्यमंत्री एकनाथ शिंदे यांना लिहिलेल्या पत्रातून केला आहे.
भाडेकरूंना जागा देण्याअगोदर विकले कमर्शिअल फ्लॅट:
बिल्डर रुपारेल यांनी भाडेकरूंना जागा देण्यापूर्वीच कमर्शिअल जागा व फ्लॅट विकले आहेत, हे सर्वस्वी चुकीचे व नियमबाह्य आहे, असा आरोप सुनंदा व इतर रहिवाशांनी केलेला आहे.
सावंत कुटुंबियांच्या जीवाला धोका:
बिल्डर अमित महेंद्र रुपारेल यांच्याकडून मला व माझ्या कुटुंबियांच्या जीवाला धोका आहे, माझे व माझ्या कुटुंबियांचे बरेवाईट झाल्यास रुपारेल यांना जबाबदार धरण्यात यावे, अशी माहितीही सुनंदा सावंत यांनी ‘स्प्राऊट्स’शी बोलताना दिली.
अमित महेंद्र रुपारेल यांना भोगावे लागणार तळतळाट:
रुपारेल व त्यांच्या संबंधितांना शेकडो भाडेकरूंच्या कुटुंबियांचे तळतळाट भोगावे लागतील, अशी माहितीही सावंत व इतर भाडेकरूंनी ‘स्प्राऊट्स’शी बोलताना दिली. यासंबंधी प्रतिक्रिया घेण्यासाठी रुपारेल, विनोद घोसाळकर यांना संपर्क साधला असता तो होवू शकला नाही.

During the redevelopment of Matunga in Mumbai, a serious matter has come to light that the original residents have been cheated by ‘Ruparel Realty’. Due to this, the residents are angry and some senior citizens have warned of suicide.
For 50 years there was a building called ‘Nair Mahal’ at Matunga. In April 2013, the building was handed over to Ruparel Realty for redevelopment. Accordingly, the agreement was duly made.
According to this agreement, it was mentioned that the redevelopment work of this building will be completed in 3 to 4 years. Also, it was decided to pay rent from the time the space in this building is vacated until the possession of the new space.
The rent was fixed at Rs 85 per square foot. It was also decided to increase the rent by 10 percent per year. Also, it was decided to mention in this agreement that the land would be given according to the agreement by giving corpus funds while giving possession of the new land.
The builder is bound to fulfill the terms and conditions in this contract. Accordingly, the builder paid the rent properly in the first year. In the second year, however, there was no consistency in the rent paid. After that, the builder Amit Mahendra Ruparel started refusing to pay the rent. Currently, numerous tenants here are in arrears of rent.
Amit Mahendra Ruparel, the builder of Sunanda Yashwant Sawant, a senior citizen woman, has spent as much as 64 lakh rupees. Today, it has been 11 years since Sawant and hundreds of residents like him gave their land to the builder.
Today, the builder is constructing a new building of 42 floors named Ruparel Iris on this site. Actually, the builder had promised to complete this building in three years. But even after 11 years, the work is still going on. Builder has also stopped paying rent for 6 years.
Today Sunanda Sawant’s age is 79 and husband Yashwant’s age is 83. Due to the arbitrary management of builder Amit Mahendra Ruparel, Yashwant Sawant had two heart attacks. So he also underwent angioplasty, which cost him 11 lakh rupees. It was time for them to borrow money from their relatives.
The condition of hundreds of families is very serious due to the builder Amit Ruparel. He is responsible for this situation, so Sunanda, her husband Yashwant and other family members have given a serious warning that we will commit suicide in front of the Mantralay if we do not get immediate justice.
Sawant family met Chief Minister Eknath Shinde and gave him a letter. In this regard on 15th July 2022, followed by a reminder after 1 month. But no action has been taken against him yet.
Sawant has given a new reminder to Chief Minister Shinde. From this reminder, he has been warned to commit suicide.
Allegation of MHADA chairman having financial links with the builder
Sunanda Sawant complained about this to ‘MHADA’ on 13 April 2022. Accordingly, MHADA chairman Vinod Ghosalkar immediately called for a hearing. Neither the builder nor any of their representatives were present in this hearing.
Not only this, on April 28, Sawant’s two children were humiliated in Mhada’s office and they were threatened. Both Vinod Ghosalkar and his son Abhishek Ghosalkar defended the builder and left the original issue unanswered.
After this, while talking to Sawant, builder Amit Mahendra Ruparel also mentioned that he and Abhishek Ghosalkar have had a close relationship for 15 to 20 years.
Sawant has alleged in a letter written to Chief Minister Eknath Shinde that builder Amit Ruparel and Vinod Ghosalkar have a ‘financial’ relationship due to this incident.
Commercial flats sold before allotment to tenants
Sunanda and other residents have alleged that the builder Ruparel has sold commercial plots and flats before giving them to tenants, which is completely wrong and illegal.
Threat to the lives of the Sawant family
Builder Amit Mahendra Ruparel is threatening the life of me and my family, if I and my family are harmed, Ruparel should be held responsible, said Sunanda Sawant while talking to ‘Sprouts’.
Amit Mahendra Ruparel has to suffer
Sawant and other tenants also informed while talking to ‘Sprouts’ that Ruparel and his relatives will have to suffer the hardships of the families of hundreds of tenants. Ruparel, Vinod Ghosalkar could not be reached for comment.
