Shri Dadasaheb Phalke International Award Film Foundation recently awarded bogus honorary Ph.D. degrees in presence of Prime Minister Narendra Modi’s brother in Mumbai, the Special Investigation Team of Sprouts has reliably learned.
A few months back a bogus Ph.D. was awarded to Prime Minister Narendra Modi’s brother, by a voluntary organization in Mumbai. This was exposed by the Special Investigation Team of Sprouts in its issue dated April 10 with the heading “Prime Minister Narendra Modi’s brother too duped with bogus Ph.D.”. The news had created ripples in the media.
Now history was repeated when honorary bogus Ph.D. degrees were awarded in the presence of PM Modi’s brother Pralhad Modi. No voluntary organisation can award Ph.D. degrees. Yet the clandestine business goes on.
Most of the time, NGOs themselves prepare the PhDs resembling the degrees awarded by the recognised universities. Some NGOs sell Ph.D. degrees in collusion with bogus universities.
As per rules, any university can be set up only with the permission of the University Grant Commission (UGC). However, some NGOs tie up with unrecognised universities abroad and go ahead with the business of awarding bogus PhDs.
If a foreign university wants to award a Ph.D. degree in India, such a university is required to seek the permission of the university affiliated with the UGC. If a Ph.D. is awarded abroad, then the concerned university is required to seek the permission of the appropriate educational authority in that country.
The functions to award bogus Ph.D. degrees are organised in five-star hotels in violation of rules. But UGC officials, police administration and Governor Bhagat Singh Koshyari keep quiet due to the graft.
