It has been noticed that the Piramal developers did not obtain a prior permission of the Govt before seeking the loan pledging the Govt land. The developer Piramal did not obtain the permission before obtaining a loan of Rs 2350 crore in two phases (Rs 750 crore + Rs 1600 crore) from the Housing Development Finance Corporation (HDFC). This loan was obtained in violation of rules and in the bargain the Piramals caused the loss of revenue worth crores of rupees to the Govt.
The court directed the police to register an offense against the Piramals when an aggrieved party approached it. Not only this but the court had also directed the Govt to file a detailed report till October 28,2021. The court had also directed the Govt and the Konkan Divisional Commissioner to conduct an inquiry into the matter. However no action has been taken till today. It is not clear whether or not a report will be filed by the Govt. The matter is sub-judice.
The accused against whom the court has ordered registration of offense include the noted industrialists Mafatlal, Anand Piramal and HDFC Chairman Deepak Parekh. This is the precise reason, the Govt is dilly-dallying the matter, the SIT of Sprouts has revealed. Repeated attempts to contact the company’s PRO department failed.
The list of the accused includes: Anand Piramal, Deepak Parekh, Mafatlal Industries, Glider Buildcon Realtors Pvt. Ltd, Housing Development Financial Corporation, Hrushikesh Mafatlal, Priyavarata Mafatlal, Goutam Khakravarti, Sujal Shah, Khushru Jijina, Shiju Bhaskar, Kalyan Chakravarti, Shahdaj Sayyad, Prasannjeet Gupta and Sunil Adukiya.
Collector equally responsible for an embezzlement
In 2019 the Glider Buildcon LLP again sought a loan of Rs 1600 crore from HDFC pledging the same plot. In fact the developer was denied the fresh loan in 2017 since the matter was sub judice.
Despite this the then City Collector Shivaji Jondhale granted a permission for pledging the same plot of land to seek the fresh loan. However the permission was granted on the condition that the loan will be equivalent to the market value of the plot. But the person seeking the loan and the person granting the permission for the loan both are responsible for this deal and an attempt to pass on the responsibility of an embezzlement, itself is doubtful.
