There is a large black market in the allotment of houses reserved for mill workers in Mumbai. Some gangs operate this black market. Looters in these gangs have defrauded countless citizens financially by claiming that they ‘provide houses in societies built for mill workers’. The sensational information is that this gang has collected black money worth crores of rupees
Realizing that the mill workers played a vital role in the construction of Mumbai, they needed to get proper housing. So the government took immediate steps and resolved this pending issue. However, some gangs of brokers are making a black market of these houses with the help of senior officials of MHADA.
If the citizens who were cheated in this matter dared to complain to the police station or MHADA, they never got any help from MHADA officials and police. Most of these gangs have political or police supremacy. But a police constable from Nagpada was tricked by a gang. So the police swung around and busted this racket.
A large number of erstwhile mill workers and their families still live in Paral, Lalbagh, Worli, Naigaon, and Byculla. After the mills closed, some of these residents settled in Konkan or elsewhere. But these mill workers fought hard to get their rightful house in Mumbai. Finally, the government also planned houses for them and completed them with the cooperation of MHADA.
After this completion the process of getting houses started. But there were some problems. Some mill workers have incomplete documents, some don’t have money to pay the fees required to buy houses, and many times it is all but the mill worker himself is ignorant. Gangs of brokers are taking advantage of all these situations.
So far about 1 lakh 74 thousand applications have been submitted to MHADA by mill workers and their heirs. The list of all these applicants goes from MHADA officials to gangs of brokers. These gangs contact the applicants according to this updated list. At times they visit their villages in Konkan or other villages. Talk to them sweetly. 1 to 2 lakh rupees are paid to them on occasion and signatures are obtained from them on documents. Some important documents are also obtained from this applicant or senior officials of MHADA and based on these documents ‘Power of Attorney’ is prepared.
Based on this power of attorney, the accused caught by the Byculla police were cheating the citizens. Finally, the police took action against them. The police have lodged an FIR against Sanjay Narayan Kadam, a resident of Lalbag, Ganesh Rajaram Adivarekar, a resident of Dhobighat (J.R. Boricha Marg) of Satrasta and Lalbug, and Rupesh Ramesh Sawant of Wadala. Sections 420, 406, 467, 468, and 34 of the Indian Penal Code have also been imposed on them.
In this case, the accused Gyanesh Datta Mandavkar and Rupesh Ramesh Sawant, who live in Ghopadev, have been arrested by the police. While the accused Ganesh Rajaram Adivarekar and Sanjay Narayan Kadam are absconding, there is a possibility that there have been many crimes against them in the past, apart from this there is also a possibility of more accused in this case, Police Assistant Inspector Girish Togarwad expressed while talking to ‘Sprouts’.

Houses in Paral, Lalbagh, Worli, Naigaon, and Byculla in Mumbai fetched more than gold. A house costs crores of rupees. These gangs of brokers are taking advantage of this.
The gang showed the lure to Santosh Prabhakar Bhosale, a resident of Nagpada. They promised him to give a home in Mhada Colony, Lalbaug which is built for mill workers only, and extorted him Rs.18 lakh
Many people like Bhosle were cheated by this gang and took lakhs of rupees from them. The gang used to show the ‘power of attorney’ of the house to everyone and take lakhs of rupees from them. Not only this, this gang was taking money from numerous citizens by showing power of attorney for a single house.
Ganesh Rajaram Adivarekar, who is now absconding, is a local official of the Nationalist Congress Party (NCP). Even Sharad Pawar, Ajit Pawar, Chhagan Bhujbal, Jayant Patil, and Sameer Bhujbal, the accused has taken photos with them and released them on social media to show that he has relations with them. Sometimes he also took photos while giving bouquets to police officers and published them on social media. These photos were being misused. So no one dared to take action against this gang.
Santosh Bhosle, however, is a police constable, so he showed courage to file a complaint at the Byculla police station and the police also immediately arrested two accused, while some are under investigation. Some of these accused have already had serious crimes filed against them previously.
There is a possibility that some more accused will be added in this case and if that happens, there is a possibility that the names of many politically prominent persons will come forward. The accused in this gang have collected crores of assets illegally.

मुंबईमध्ये गिरणी कामगारांसाठी आरक्षित असणाऱ्या घरांच्या वाटपामध्ये मोठ्या प्रमाणात काळा बाजार होत आहे. हा काळा बाजार करणाऱ्या काही टोळ्या आहेत. या टोळ्यांतील लुटारूंनी ‘गिरणी कामगारांसाठी बांधलेल्या सोसायटीमध्ये घरे देतो’, असे सांगून असंख्य नागरिकांची आर्थिक फसवणूक केलेली आहे. त्यातून या टोळीने कोट्यवधी रुपयांची काळी माया गोळा केली आहे, अशी खळबळजनक माहिती ‘स्प्राऊट्स’च्या स्पेशल इन्व्हेस्टीगेशन टीमच्या (SIT) हाती आलेली आहे.
मुंबईच्या जडघडणीत गिरणी कामगारांचा मोलाचा वाटा आहे, ही जाणीव ठेवून त्यांना हक्काची घरे मिळणे आवश्यक होते. त्यामुळे सरकारने तातडीने पावले उचलली व हा प्रलंबित प्रश्न सोडवला. मात्र काही दलालांच्या टोळ्या म्हाडातील वरिष्ठ अधिकाऱ्यांना हाताशी धरून या घरांचा चक्क काळा बाजार करीत आहेत. याबाबत फसवणूक झालेल्या नागरिकांनी पोलीस स्थानकात किंवा म्हाडाकडे तक्रार करायची हिंमत दाखवल्यास त्यांना म्हाडातील अधिकारी व पोलीस यांच्याकडून कधीही सहकार्य मिळत नसे. यापैकी बहुतेक टोळ्यांना राजकीय किंवा पोलिसांचाच वरदहस्त आहे, हे स्पष्ट दिसून येते. मात्र लालबाग येथील चक्क एका पोलीस हवालदारालाच एका टोळीने फसवले. त्यामुळे पोलिसांची चक्रे फिरली व त्यांनी या एका रॅकेटचा पर्दाफाश केला.
परळ, लालबाग, वरळी, नायगाव, भायखळा येथे आजही मोठ्या संख्येने पूर्वीचे गिरणी कामगार व त्यांचे कुटुंबीय राहतात. गिरण्या बंद पडल्यांनंतर यापैकी काही रहिवाशी कोकणात किंवा इतरत्र स्थायिक झाले. मात्र या गिरणी कामगारांनी त्यांना मुंबईत हक्काचे घर मिळावे, म्हणून मोठा लढा दिला. अखेर सरकारनेही त्यांच्यासाठी घरांची योजना आखली व म्हाडाच्या सहकार्याने त्याची पूर्तता केली.
या पूर्ततेनंतर घरे मिळण्याच्या प्रक्रियेला सुरुवात झाली. मात्र त्यात काही अडचणी येऊ लागल्या. काही गिरणी कामगारांकडे कागदपत्रे अपूर्ण असतात, तर काहींना घरे घेण्यासाठी लागणारी शुल्लक रक्कम भरण्यासाठी पैसे नसतात, कित्येक वेळेला हे सर्व असते पण स्वतः गिरणी कामगारच अज्ञानी असतो. या सर्व परिस्थितीचा फायदा या दलालांच्या टोळ्या घेत आहेत.
आतापर्यंत सुमारे १ लाख ७४ हजार अर्ज गिरणी कामगार व त्यांच्या वारसांनी म्हाडाकडे केले आहेत. या सर्व अर्जदारांची लिस्ट म्हाडाच्या अधिकाऱ्यांकडून दलालांच्या टोळ्यांकडे जाते. या अपडेटेड लिस्टनुसार या टोळ्या अर्जदारांना संपर्क करतात. वेळप्रसंगी त्यांना त्यांच्या कोकणातील किंवा अन्य गावी जावून गाठतात. त्यांच्याशी गोडगोड बोलतात. वेळप्रसंगी त्यांना १ ते २ लाख रुपये देतात आणि त्यांच्याकडून जुजबी कागदपत्रांवर सह्या घेतात. काही महत्वाची कागदपत्रेही या कामगार अर्जदाराकडून किंवा म्हाडाच्या वरिष्ठ अधिकाऱ्यांकडून मिळवली जातात आणि याच कागदपत्रांच्या आधारे ‘पॉवर ऑफ ऍटर्नी’ (मुखत्यारपत्र) तयार केली जाते.
याच मुखत्यारपत्राच्या आधारे भायखळा पोलिसांनी पकडलेले आरोपी नागरिकांची फसवणूक करीत होते. अखेर पोलिसांनी त्यांच्यावर कारवाई केली. पोलिसांनी लालबाग येथील रहिवासी संजय नारायण कदम, लालबाग व सातरस्ता येथील धोबीघाट (जे. आर. बोरीचा मार्ग ) येथे रहाणारा गणेश राजाराम आडिवरेकर तर वडाळा येथील रुपेश रमेश सावंत यांच्यावर एफआयआर दाखल केला आहे. त्यांच्यावर भारतीय दंड संहितेची ४२०, ४०६, ४६७, ४६८ व ३४ ही कलमेही लावलेली आहेत.
या प्रकरणात घोडपदेव येथे राहणाऱ्या ज्ञानेश दत्ता मांडवकर व रुपेश रमेश सावंत या आरोपींना पोलिसांनी अटक केलेली आहे. तर गणेश राजाराम आडिवरेकर व संजय नारायण कदम हे आरोपी फरार आहेत, त्यांच्यावर यापूर्वीही असंख्य गुन्हे असण्याची शक्यता आहे, याशिवाय या केसमध्ये आणखी आरोपी वाढण्याची शक्यताही पोलीस सहायक निरीक्षक (एपीआय) गिरीश तोगरवाड यांनी ‘स्प्राऊट्स’शी बोलताना व्यक्त केली.
अशी केली फसवणूक?
मुंबईतील परळ, लालबाग, वरळी, भायखळा येथील घरांना सोन्याहून अधिक भाव आलेले आहेत. एका घरासाठी अक्षरश: कोट्यवधी रुपये मोजावे लागतात. याचा फायदा या दलालांच्या टोळ्या घेत आहेत. या टोळीने संतोष प्रभाकर भोसले यांना लालबाग येथील गिरणी कामगारांसाठी बांधलेल्या म्हाडा कॉलनीमध्ये घर देतो, असे अमिश दाखवले व त्यांच्याकडून १८ लाख रुपये उकळले.
भोसले यांच्यासारख्या अनेक जणांना या टोळीने घरे देतो, असे सांगून लाखो रुपये घेतले. प्रत्येकाला घराची ‘पॉवर ऑफ ऍटर्नी’ दाखवायची व त्यांच्याकडून लाखो रुपये घ्यायचे. इतकेच नव्हे तर एकाच घरासाठी त्या घराची पॉवर ऑफ ऍटर्नी दाखवून ही टोळी असंख्य नागरिकांडून पैसे घेत होती.
या टोळीतील फरार असणारा गणेश राजाराम आडिवरेकर हा राष्ट्रवादी काँग्रेस पक्षाचा स्थानिक पदाधिकारी आहे. अगदी शरद पवार, अजित पवार, छगन भुजबळ, जयंत पाटील, समीर भुजबळ यांच्याबरोबर त्याचे संबंध आहेत, हे दाखवण्यासाठी या आरोपीने त्यांच्याबरोबर फोटो काढलेले आहेत व ते सोशल मीडियावरही प्रसिद्ध केले. काही वेळेला पोलीस अधिकाऱ्यांना पुष्पगुच्छ देतांनाही त्याने फोटो काढले व तेही सोशल मीडियावर प्रसिद्ध केलेले आहेत. या फोटोंचा दुरुपयोग केला जात होता. त्यामुळे कोणी या टोळीविरोधात ब्र काढण्याची हिंमत करीत नव्हते.
संतोष भोसले मात्र पोलीस हवालदार आहेत, त्यामुळे त्यांनी पोलीस स्टेशनमध्ये तक्रार करण्याची हिंमत दाखवली व भायखळा पोलिसांनीही काही आरोपीना त्वरित अटकही केली, तर काहींचा तपास चालू आहे. यातील काही आरोपींवर याआधीही गंभीर स्वरूपाचे गुन्हे दाखल आहेत.
या केसमध्ये आणखी काही आरोपी वाढण्याची शक्यता आहे व तसे झाल्यास अनेक राजकीय वरदहस्त असणाऱ्या व्यक्तींची नावे पुढे येण्याची शक्यता आहे. या टोळीतील आरोपींनी कोट्यवधी रुपयांची बेनामी संपत्ती गोळा केलेली आहे. या काळ्या संपत्तीचाही तपास करण्याची मागणी काही नागरिकांनी ‘स्प्राऊट्स’कडे नाव न सांगण्याच्या अटीवर केली आहे.
